Article 107: Contingencies Fund

Parliament may provide for the establishment of a Contingencies Fund and for authorising the Minister responsible for finance, if satisfied that there has arisen an urgent and unforeseen need for expenditure for which no other provision exists, to make advances from that Fund to meet that need.

Where any advance is made from the Contingencies Fund, a supplementary estimate shall be presented and a supplementary appropriation bill shall be introduced as soon as practicable for the purpose of replacing the amount so advanced.

Notes

This article provides for the establishment of a Contingencies Fund from which the Minister of Finance may make advances for urgent and unforeseen expenditure not otherwise provided for. It requires that such advances be replaced through a supplementary appropriation bill as soon as practicable.
