Article 70: Presiding in House of Representatives
Chapter VI - Parliament
There shall preside at any sitting of the House of Representatives -
a
the Speaker; or
b
in the absence of the Speaker, the Deputy Speaker; or
c
in the absence of the Speaker and the Deputy Speaker, such member of the House (not being a Minister or a Parliamentary Secretary) as the House may elect for that purpose.

This article establishes the hierarchy for presiding over sittings of the House of Representatives, starting with the Speaker, followed by the Deputy Speaker, and in their absence, a member elected by the House who is not a Minister or Parliamentary Secretary.
